Mr. David Panda-Noah is the Chairman and Commissioner of the National Assets and Government Property Commission (NAGPC), where he provides strategic leadership and oversight for the effective management, protection, and accountability of government assets across Sierra Leone.

With extensive experience in public administration, governance, and institutional leadership, Mr. Panda-Noah has built a distinguished career dedicated to strengthening public sector systems and promoting transparency in the management of national resources. His leadership is instrumental in guiding the Commission’s vision, ensuring that policies and frameworks are aligned with national development priorities.

As Chairman/Commissioner, he is responsible for setting the strategic direction of the Commission, overseeing policy implementation, and fostering collaboration with key stakeholders, including Ministries, Departments, and Agencies (MDAs), as well as development partners. He plays a central role in advancing reforms aimed at improving asset tracking, inventory management, and compliance with regulatory standards.

Under his leadership, the Commission has made notable progress in enhancing accountability mechanisms and promoting the efficient utilization of government property. He has also championed initiatives focused on institutional strengthening, stakeholder engagement, and the adoption of modern systems to improve operational effectiveness.
